Drawing from a variety of disciplinary traditions, including political science, sociology, and anthropology, the book provides in-depth case studies of specific conflicts as well as comparative studies of multiple conflicts. Among other themes, the book examines why and how some rebels establish both structures and practices of rule, the role of ideology, cultural, and material factors affecting rebel governance strategies, the impact of governance on the rebel/civilian relationship, civilian responses to rebel rule, the comparison between modes of state and non-state governance to rebel attempts to establish political order, the political economy of rebel governance, and the decline and demise of rebel governance attempts.

Book excerpt: Rebel groups exhibit significant variation in their treatment of civilians, with profound humanitarian consequences. This book proposes a new theory of rebel behavior and cohesion based on the internal dynamics of rebel groups. Rebel groups are more likely to protect civilians and remain unified when rebel leaders can offer cash payments and credible future rewards to their top commanders. The leader's ability to offer incentives that allow local security to prevail depends on partnerships with external actors, such as diaspora communities and foreign governments. This book formalizes this theory and tests the implications through an in-depth look at the rebel groups involved in Liberia's civil war. The book also analyzes a micro-level dataset of crop area during Liberia's war, derived through remote sensing, and an original cross-national dataset of rebel groups

Available in PDF, EPUB and Kindle. Book excerpt: Conventional wisdom portrays war zones as chaotic and anarchic. In reality, however, they are often orderly. This work introduces a new phenomenon in the study of civil war: wartime social order. It investigates theoretically and empirically the emergence and functioning of social order in conflict zones. By theorizing the interaction between combatants and civilians and how they impact wartime institutions, the study delves into rebel behavior, civilian agency and their impact on the conduct of war. Based on years of fieldwork in Colombia, the theory is tested with qualitative and quantitative evidence on communities, armed groups, and individuals in conflict zones. The study shows how armed groups strive to rule civilians, and how the latter influence the terms of that rule. The theory and empirical results illuminate our understanding of civil war, institutions, local governance, non-violent resistance, and the emergence of political order.

Book excerpt: "Rebels govern. But, what is the range of institutions used in rebel governance? Why do rebels divert resources from their fighting capability to governance institutions and what effect do these institutions have on the peaceful settlement of civil war? It is widely accepted that rebels engage in governance activities during conflict, but our understanding of rebel governance has been limited by a lack of data on the institutions that rebels provide over time. In this dissertation, I use new data on rebel governance institutions to explore these questions. I introduce a new dataset, the Rebel Quasi-State Institutions dataset, which covers 235 rebel groups and codes annually for 25 institutions during the entire existence of the group. I argue that two dimensions of ideology, state-building and societal transformation, determine the type of institutions rebels create. Rebels who seek to build a new state, either in form or function, will value institutions more than rebels who are not state-building. Rebels whose ideology includes societal transformation value justice and local government more than education and parallel governments. These institutions give rebels direct control over civilian behavior, and can shape the norms of society, which is vital for societal transformation. Having established what drives rebels' strategic selection of institutions, the third chapter asks what effects these institutions have on achieving peace after civil war. Rebel institutions, particularly service provision, are thought to make negotiations more successful. I show that this positive association does not hold. The well-established literature on commitment problems would suggest that negotiated settlements are not reached because governments end negotiations amidst fears of rebel growth from civilian support derived from service provision. I offer an alternative explanation, strategic stalling, based on rebel incentives to realize the full long-term benefits of service provision. Using qualitative evidence to differentiate between these two possible mechanisms, I show that rebel commitment problems are unlikely to explain the negative correlation, but observable implications of strategic stalling are observed in the cases surveyed"--Pages ix-x.

Book excerpt: This book explores how governance structures - domestic political institutions, international peacekeeping efforts, armed interventions by other states - and natural resources affect the onset, dynamics and the termination of civil wars. Written by leading researchers in the field of conflict research, it provides new insights into, and offers fresh perspectives on the role of governance structures and resources in civil conflict, suggesting that many of the same set of factors play important roles in the onset and dynamics of civil conflict as well as in the termination of such conflicts and in post-conflict stability. Presenting a variety of theoretical approaches and case studies on India, Sudan, the Basque country and Costa Rica, Governance, Resources and Civil Conflict will be of interest to students and scholars of politics, international relations and conflict studies.

Book excerpt: Civil society is one of several Western political and social concepts that have not traveled successfully to Africa. Revived in response to the search for democracy in Eastern Europe during the late Soviet era, Western donors promoted and funded new civil society organizations in sub-Saharan Africa, regarding them as an essential grounding for African democratization. Most of these new civil society organizations had little in common with African associational activity. Focusing on the characteristics and behavior of longstand-ing African organizations would appear a better starting point for developing a useful concept of an African civil society. One candidate worth serious investigation is the Buganda Kingdom Government. This organization violates most distinctions central to Western notions of civil society. Yet it continues to behave like a civil society organization. Its political and conceptual collisions offer guidance toward a useful notion of African civil society and understanding Ugandan politics.

Book excerpt: Prevailing views suggest rebels govern to enhance their organizational capacity, but this book demonstrates that some rebels undertake costly governance projects that can imperil their cadres during war. The origins for this choice began with the Chinese Communist Party (CCP) during the Chinese Civil War. The CCP knowingly introduced challenging governance projects, but nevertheless propagated its strategy globally, creating a behavioural model readily available to later rebels. The likelihood of whether later rebels' will imitate this model is determined by the compatibility between their goals and the CCP's objectives; only rebels that share the CCP's revolutionary goals decide to mimic the CCP's governance fully. Over time, ideational and material pressures further encouraged (and occasionally rewarded) revolutionary rebels' conformity to the CCP's template. Using archival data from six countries, primary rebel sources, fieldwork and quantitative analysis, Governing for Revolution underscores the mimicry of and ultimate convergence in revolutionary rebels' governance, that persists even today, despite vast differences in ideology.

Book excerpt: It argues that community collective action capacity, the ease with which communities facilitate collective action to pursue common interests, influences the distribution territorial control and belligerent conduct during civil war. The empirical strategy draws upon complementary quantitative and qualitative methods to test the accountability against plausible alternatives using village-level data from the communist insurgency in the Philippines. The results provide robust support for the accountability theory over plausible alternatives, and yield policy implications for peace-building and economic development in conflict-affected states.
